The purposes of this research were to :1) study and analyze the situation of community-based tourism management, 2) study the essential competency development for CBT enterprise networking, 3) develop the essential competency for CBT enterprise networking, and 4) evaluate the essential competency for CBT enterprise networking , to enhance tourism service standard in specialized monumental areas of historical districts-Sukhothai, Si Satchanalai, and Kamphaeng Phet. Research areas were two areas consisting of Nakhon Chum Community, Kamphaeng Phet province and Ban-Cook-Pattana community, Sukhothai province. This research used participatory action research (PAR) with learning community based on knowledgemanagement of local wisdom by all stakeholders participated to think, to do, to develop, and to evaluate from beginning until the end processes.
The research results revealed that the situation and the potential of CBT enterprise networking in both areas were outstanding in geocultural, organic agriculture, local food, folk arts and crafts, local history and cultural traditions that are unique, such as kite making, Buddha amulet making, and recipes of local food of each areas. Moreover, from the study of problems and need analysis to develop the essential competency for CBT enterprise networking, it was found that there were 5 competencies: 1) the green tourism paradigm shift 2) the business plan for CBT by using Canvas model 3) knowledge management of local wisdom to create innovation 4) teamwork management 5) participatory empowerment assessment to drive policy proposals and perform competency development for CBT committees in both areas, totaling 100 people by using participatory learning process with lecture part and workshop part through knowledge management techniques and learning community. In summary, the results of five essential competencies development found that the overall average score, the post-training was significantly higher than the pre-training at the 0.01.
