This research aimed to study 1) level of Welfare State Understanding of the Elderly in Phrae Province 2) the compare the difference of Welfare State Understanding of the Elderly in Phrae Province according to related factors 3) the relation between perception information about government welfare management with level of Welfare State Understanding and 4) to study problems and obstacles in accessing the welfare of the elderly. It was the quantitative research and used questionnaires to collect data from 400 cases in Phrae Porvince. And has analyzed by statistics the research result found that level of Welfare State Understanding of the Elderly about the definition and policy was high level and level of Welfare State Understanding of the Elderly about welfare management for the elderly was moderate level. When comparing between the different demographic factors such as age was different level of Welfare State Understanding accorded to the hypothesis, but the different demographic factor as gender, status, education, occupation, income were not effected to level Welfare State Understanding. And found that problems and obstacles in accessing the welfare of the elderly is the elderly do not have Welfare State Understanding.
