การเสริมสร้างจิตสำนึกสาธารณะของผู้ใช้ประโยชน์จากทรัพยากรป่าไม้ในเขตพื้นที่สวนป่าแม่คำมี จังหวัดแพร่

งานวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับจิตสำนึกสาธารณะของผู้ใช้ประโยชน์จากทรัพยากรป่าไม้ 2) เพื่อศึกษาปัจจัยที่มีผลต่อจิตสำนึกสาธารณะของผู้ใช้ประโยชน์จากทรัพยากรป่าไม้ 3) เพื่อศึกษาสภาพปัญหา อุปสรรคการส่งเสริมการอนุรักษ์ทรัพยากรป่าไม้ 4) เพื่อนำเสนอแนวทางเสริมสร้างจิตสำนึกสาธารณะของผู้ใช้ประโยชน์จากทรัพยากรป่าไม้ ใช้ระเบียบวิธีวิจัยเชิงปริมาณ ผสมผสานกับวิจัยเชิงคุณภาพ ใช้แบบสอบถามเป็นเครื่องมือในการเก็บข้อมูลงานวิจัยกับกลุ่มตัวอย่างจำนวน 200 ครัวเรือน แล้วทำการวิเคราะห์ผลโดยค่าสถิติ และใช้การสัมภาษณ์แบบเจาะลึกรายบุคคล จำนวน 10 คน แล้วทำการวิเคราะห์ผลโดยการวิเคราะห์เนื้อหา ผลการวิจัยพบว่าระดับจิตสำนึกสาธารณะของผู้ใช้ประโยชน์จากทรัพยากรป่าไม้อยู่ในระดับปานกลาง และเมื่อเปรียบเทียบระดับจิตสำนึกสาธารณะ ตามปัจจัยคุณลักษณะ พบว่าปัจจัยส่วนบุคคลด้านระดับการศึกษา อาชีพ รายได้ต่อเดือน ระยะเวลาที่อาศัยอยู่ในชุมชน มีผลต่อจิตสำนึกสาธารณะของผู้ใช้ประโยชน์จากทรัพยากรป่าไม้ในระดับที่แตกต่างกัน ส่วนปัจจัยด้านเพศ อายุ สถานภาพ ไม่มีผลต่อจิตสำนึกสาธารณะของผู้ใช้ประโยชน์จากทรัพยากรป่าไม้ และการใช้ประโยชน์จากทรัพยากรป่าไม้และการมีส่วนร่วมในการอนุรักษ์ทรัพยากรป่าไม้ไม่มีความสัมพันธ์กับจิตสำนึกสาธารณะของผู้ใช้ประโยชน์จากทรัพยากรป่าไม้ทั้งนี้กำหนดความเชื่อมั่นไว้ที่ระดับนัยสำคัญทางสถิติ 0.05 ในส่วนของปัญหาในการส่งเสริมการอนุรักษ์ทรัพยากรป่าไม้ที่พบมากที่สุดคือ ปัญหาการลักลอบตัดไม้ และแนวทางการเสริมสร้างจิตสำนึกสาธารณะมีแนวทางคือ ส่งเสริมการมีส่วนร่วมของประชาชน, การสร้างความมั่นคงของฐานทรัพยากร, การพัฒนาคนเพื่อสร้างจิตสำนึกที่ดีในการอนุรักษ์และหวงแหนทรัพยากรที่ใช้ประโยชน์ร่วมกัน, การบริหารจัดการทรัพยากรอย่างเป็นระบบโดยอาศัยความร่วมมือจากทุกภาคส่วน

This research aimed to study 1) level of Building Public Consciousness of People Utilizing Forest Resources 2) to related factors of Building Public Consciousness of People Utilizing Forest Resources 3) to study problems and obstacles in Conservation of Forest Resources 4) to Develop Approaches to Building Public Consciousness of People Utilizing Forest Resources. It was the quantitative research and qualitative research used questionnaires to collect data from 200 cases and has analyzed by statistics. And used In-depth interview to collect data from 10 cases and has analyzed by content analysis. The research result found that level of Building Public Consciousness of People Utilizing Forest Resources was moderate level. When comparing between the different demographic factors such as education, occupation, income and duration of residence in the community was different level of Building Public Consciousness accorded to the hypothesis, but the different demographic factor as gender, age and status were not effected to level Building Public Consciousness. Moreover, the research findings showed not significant correlation between Building Public Consciousness and utilization of forest resources, participation in conservation of forest resources by significant at 05. And found that the most problems and obstacles in Conservation of Forest Resources is disturb forest. Besides, to develop approaches to Building Public Consciousness of People Utilizing Forest Resources is promote people participation, support the stability of resource base, develop human resource by cultivating good conscience to conserve and take care of resources they mutually utilized and operate resource management systematically through all sectors cooperation.
