This research article aims to 1. study the implementation of the elderly allowance policy in Lamae Subdistrict Municipality, 2. examine the problems and obstacles in its implementation, and 3. propose solutions to improve its execution. The study employed a qualitative research approach using in-depth interviews with 14 key informants and non-participant observations of activities organized for the elderly by the municipality.
The findings revealed that the policy was implemented I accordance with the Ministry of Interior’s 2023 regulations, providing a tiered monthly allowance to Thai citizens aged 60 and over who have no income or insufficient income. However, four main challenges were identified: budget constraints, public and elderly misunderstandings, policy-level issues, and personnel workload. The proposed solutions include increasing the allowance in line with the rising cost of living, promoting employment opportunities for early-stage elderly individuals (ages 60–69), enhancing public communication channels, encouraging the formation of elderly support groups, and organizing more community-based activities for senior citizens.
